Medicaid is the federal-state program that provides health coverage for low-income U.S. residents. ACA-expansion states cover adults up to 138% of the Federal Poverty Level; non-expansion states have stricter limits, often only covering pregnant women, parents with very low income, the disabled, and the elderly. Children's Medicaid limits are higher than adult limits in every state. Coverage is typically more comprehensive than ACA marketplace plans (no monthly premium for most enrollees, very low cost-sharing). Enrollment is year-round.
