Federal Poverty Level (FPL)
Annual income benchmark used to determine eligibility for ACA subsidies, Medicaid, and other programs.
Full explanation
The Federal Poverty Level (FPL) is updated annually by HHS. 2026 FPL (used for plan-year 2026 ACA): $15,650 single, $21,150 for two-person household, $26,650 for three, $32,150 for four. ACA premium tax credits use FPL as the benchmark — through 2025, enhanced subsidies cap household premium contribution at 8.5% of MAGI for the benchmark Silver plan with no income cliff. Medicaid eligibility uses 138% FPL in expansion states; CHIP uses higher thresholds. CSRs are tiered by FPL bands.
